Legislative lawyers under the Incorporated Trustees of the Association of Legislative Drafting and Advocacy Practitioners, ALDRAP, have asked an Abuja Federal High Court to compel the House of Representatives to issue an arrest warrant against Prof.
Abubakar Olanrewaju Suleiman, Director General of NILDS.ALDRAP dragged Suleiman to court for allegedly contesting the APC Kwara governorship primary without resigning, as required by the Electoral Act. The group now wants the House to order his arrest for failing to honour a June 18, 2026 summons by the House Committee on Legislative Library, Research and Documentation.The suit lists the House Speaker and Committee Chairman Yusuf Galambi as respondents.
ALDRAP is seeking an order of mandamus compelling them to use powers under Sections 88 and 89 of the 1999 Constitution and House Standing Orders 2023 to issue an arrest warrant.The lawyers also want the court to declare that the House can compel attendance and enforce compliance with summons, and to order strict adherence to the Legislative Houses (Powers and Privileges) Act.
ALDRAP said Suleiman ignored the committee’s invitation despite constitutional and statutory powers backing it. “It is in the public interest and in furtherance of the rule of law that the respondents be compelled to discharge their duties,” the group stated.In a related suit, ALDRAP asked the court to sack Suleiman as NILDS DG for joining the Kwara APC primary without resigning before March 31, 2026, and to compel the Senate President and Speaker to appoint an acting DG.
